简要规格描述或项目基本概况介绍、用途：全镇农村地区的综合垃圾和各类无主、偷倒垃圾的消纳和转运处置，不含市场化综合垃圾处置服务;垃圾源头清运、中转站减量、残渣外运及区级指定的末端处置场所全流程服务;政府指定的各类重大活动、重要时点、重要区域的市容环境卫生工作所需产生的综合垃圾托底处置等。            

Brief specification description or basic overview of the project: rehensive garbage collection and disposal for rural areas of the town, including various ownerless and illegally dumped garbage, excluding market-oriented comprehensive garbage disposal services; full-process service from source cleaning and transportation, transfer station volume reduction, residue removal to district-designated end disposal sites; and bottom-line disposal of comprehensive garbage generated from urban appearance and environmental sanitation work required for major government-designated events, important time points, and key areas.
           

合同履约期限：3年，即2026年09月01日至2029年08月31日。本项目为一招三年，合同每年考核合格后续签下一年度合同。        

The Contract Period: ree years, from September 1, 2026, to August 31, 2029. This project is a three-year recruitment; the contract will be renewed for another year if it passes the annual performance review each year.

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：促进中小企业发展、促进残疾人就业。根据《政府采购促进中小企业发展管理办法》（财库[2020]46号）及《关于进一步加大政府采购支持中小企业力度的通知》〔2022〕19号规定执行。        

(b)Qualification requirements to be met to implement government procurement policies: Promote the development of small and medium-sized enterprises and promote the employment of persons with disabilities. Implementation shall be in accordance with the Measures for Promoting the Development of Small and Medium-Sized Enterprises through Government Procurement (Cai Ku [2020] No. 46) and the Notice on Further Increasing Support for Small and Medium-Sized Enterprises through Government Procurement (No. 19 [2022]).
       

(c)本项目的特定资格要求：3、根据《上海市政府采购供应商登记及诚信管理办法》已登记入库的供应商；4、其他资格要求：1）本项目专门面向中小企业采购。（残疾人福利性单位、监狱企业视同小型、微型企业。）如投标人为中小企业，且满足《政府采购促进中小企业发展管理办法》（财库[2020]46号）规定条件的，必须提供《中小企业声明函》；2）本项目不允许转包。        

(c)Specific qualification requirements for this program: Suppliers who have been registered and entered into the database in accordance with the 'Shanghai Municipal Government Procurement Supplier Registration and Integrity Management Measures'; 4. Other qualification requirements: 1) This project is specifically procured from small and medium-sized enterprises (SMEs). Enterprises for the disabled welfare units and prison enterprises are deemed as small or micro-enterprises. If the bidder is an SME and meets the conditions stipulated in the 'Measures for Promoting the Development of Small and Medium-Sized Enterprises in Government Procurement' (Cai Ku [2020] No. 46), a 'Declaration Letter of Small and Medium-Sized Enterprise' must be provided; 2) Subcontracting of this project is not allowed.
       

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
